This report focuses on describing certain processes, methods, and tools for measuring disability used in various areas of public services. The first part of the report examines the various instruments used to measure the prevalence of disability in population surveys conducted in Quebec and Canada since 1986. The second part describes and compares several instruments used to measure functional autonomy in facilities within Quebec’s health and social services system. The third part of the report presents several processes, tools, and instruments for measuring work-related disabilities as implemented in certain public assistance programs, primarily in the United States. Finally, the fourth and final part of the report outlines the key characteristics of the work-related disability assessment process within Quebec’s public assistance (social assistance) program.
