Addressing knowledge gaps about skills of persons with disabilities: a literature review and key informant interviews

The current understanding of foundational and transferable skills of persons with disabilities is limited, and there is a need to address knowledge gaps. Building on research from the Skills for Success program, this report reviews existing literature and describes results from key informant interviews to better understand these gaps and to recommend methods for addressing them, such as targeted surveys. All types of disabilities are included, but the focus is on individuals with learning disabilities and mental health conditions, while also considering intersectionality factors like LGBTQ+ status, gender identity, race, and indigeneity.

Key Research Questions: 

  1. What is known about persons with disabilities skill levels and employment outcomes, and what are the knowledge gaps?
  2.  What barriers do persons with disabilities face in skill development and labor market integration, and do these barriers differ by gender?
  3. What effective practices can address these barriers?
  4. How has COVID-19 affected persons with disabilities skills and employment, and what are the long-term impacts?

This report underscores the need for tailored approaches to training and employment for persons with disabilities, taking into account the unique challenges and intersectional factors they face.
