The staffing processes and structures of public sector organizations can act as a barrier to hiring persons with disabilities, particularly those with more support needs. Hiring persons with disabilities who have more support needs raises questions about organizational rules and standards, and the way in which society perceives them. Adapting staffing processes provides an opportunity to think about the equity of human resources management policies and practices in view of workforce diversity.
This guide offers points for consideration on adapting those staffing processes. It is based on lessons learned from a project led by Service d'entretien PROPRET [PROPRET Maintenance Services], a community-based employment integration organization located in Montréal, in collaboration with three public sector organizations, as well as a review of the scientific literature.
The guide presents:
- The challenges of hiring persons with disabilities with more support needs in public sector organizations.
- The importance of planning accommodations based on a person's support needs rather than their diagnoses and health conditions.
- Awareness themes according to stakeholders.
- Elements and stages of a project to adapt staffing processes and relevant stakeholders.
